The council disregarded article 17. constructed for such an emergency. Certain of the allied powers concluded a separate peace with Turkey which enabled that country to obtain a successful general peace with all of them. The moral justification for the war was that it was fought for the liberation of Christians In Asia Minor. these Christians have been either exterminated or have become homeless refugees. The humanitarian League of Nations. without the express consent of its members being obtained. was called upon to assist in an exchange of populations based upon principles at variance with its humanitarian efforts in other directions. The outstanding fact is that when a powerful member of the council wills wars or condones injustice the league Is powerless in opposition but may be useful in looking after the casualties attending the operation.
