No one knows what different questions may be submitted by the council in the years to come. No one knows how vitally the United States may be concerned in not having them submitted. If the question of Immigration. or any other question In which we might be interested. should be presumed to be brought up. the United States. a member of the court but not a member of the council. ought to be consulted. It has been said that the court thus far has resisted the influence of the council and the league. Well. it is somewhat as the Supreme Court of the United States said when it was construing the Northern Securities charter: It is not what this company under its charter has done. it is what under the charter they may do that Is the menace.
