That is the idea which would be conveyed. No doubt the World Court might under certain circumstances have under consideration the interpretation of an immigration law or of a tariff law. That is to say. if the United States should ever make a treaty with another country in relation to either of those subjects. and a controversy should arise concerning the interpretation of that treaty. and the United States should care to submit it to the court. it would go before the court. but in no other way.
