To effect the exchange a mixed commission was provided to supervise and facilitate the immigration of persons who were included. to consist of four members representing each of the parties to the treaty. and three members chosen by the Council of the League of Nations. This mixed commission was duly constituted. and in the course of its work a very serious difficulty arose because of contentions made by the Turkish Government.
