Mr. President. this matter has been prepared in the form of a statement which I will read. in the interest of brevity: The present naturalization law places an unnecessary hardship upon aliens who are desirous of petitioning for naturalization If they have lived at distant points in the State by preventing them from using more than two witnesses lo prove their residence in a State. If they have lived in two parts of a State they can not prove residence by two witnesses for each place. For example. if an alien resides in the city of New York for a couple of years. and then moves to the city of Buffalo for a couple of years. under the statute he is allowed only two witnesses to prove his residence for the full period.
