The number coming front Canada is reduced alnost 40 per cent. from Mexico 60 per cent. Present indications ire that the nunber of deserting alien seamen will be about 50 per cent of the number who deserted last year. The immigration act of 1924 was designed not only to relieve our citizenry from the economic pressure exerted by large lmll)ers of newly arriving aliens. coming to the United States to compete with our people in every line of endeavor. but also to preserve for the future that same balance of racial stock and characteristics which in the brief history of this continent has planned and developed our American system of representative governlment. its free schools. free press. and individual liberty within the law. The law so operates. I wish to say a word of the personnel of the Inmigration Service. I have visited. and at my own expense. many immigration stations.. including Ellis Island. Montreal. Boston. and Niagara Falls.
