This bill. as I understand it. provides that the President shall have the power to negotiate with foreign governments as to the amount that this Government shall charge before it shall exercise the right to vis6 a passport of a foreign government. In other words. you delegate to the President a right which he might exercise in his discretion. but in this bill you limit that discretion to the charge for a vis6 of passports of travelers. and my amendment seeks to extend that discretion of the President beyond vis~s issued on passports of travelers to those of immigrants. We are on the subject of visds. and I think it Is germane to extend that discretion beyond the vis(is of travelers.
