Mr. Chairman. this bill Silmply authorizes the President to negotiate with foreign countries to reduce Or waive the vis5 fees. It does not affect tie issuance of passports. it does not affect visa requirements. At the suggestion of the Chairman of the Committee on Immigration. who came before the Committee on Foreign Affairs. we agreed to change the bill so it would only affect visd fees. He pointed out that if we did away with the visd requirement that it would provide a loophole for nonimmlIgrant aliens coming into this country and the authorties would have no check over them while they were here. This bill is very simple in its nature.
