As a Member of the United States Senate he was recognized early as a man of exceptional legal and mental attainmnents. and served with conspicuous ability as a member of the Committees on Civil Service. Judiciary. and Immigration. being chairman of the latter. In this capacity he evidenced a breadth of yiew and liberality of mind that characterized his whole life. Perhaps his early acquaintance and intimate association with the many fine and patriotic citizens of foreign extraction. who form such a large part (f the population of Rhode Island. influenced his views to some extent. for I can bear ready and abundant testinmony to the effect that nowhere in this broad land can there be found better and more patriotic citizens. more devoted to America and its institutions and traditions. than In the little State of Rhode Island. the first of the thirteen original Colonies to declare its independence from a foreign and despotic rule.
