I wish to say at this moment that in this matter partisanship means nothing to me. If the amendment which I favbred had contained a provision that every employee under it should be a Republican. I would have gladly voted for it. because it is not a question of partisanship but it is a question. of the naturalization and the Americanization of our people. I want to say to Senators on the other side of the Chamber who defeated the amendment that they have taken a backward step. There has been through the ages an embarkatioft to these shores of people who have sought asylum here.
