Doctor Laughlin had the following to say with reference to cost in New York State alone for tle care and maintenance of the islne in her several State hospitals: In New York State in 1022 the State government expended $15.831.773.67 for the care and maintenance of the insane in her several State hospitals. Of these insane in these hospitals. 45.6 per cent. or 3.199 persons. of the first admissions were foreign born. Roughly. if we ascribe the same cost for the maintenallee of native and foreignhorn Inmates. we would say that 45.6 per cent of this suil-$7.21l9.288.94. roughly. $7.000.000were expended In 1922 by New York State for the care of the alien insane in her State hospitals only. This excludes the municipal and private institutions. It includes only the insane. It does not take into account the cost of maintaining other types of Inadequatesthe feebleminded. the criminalistic. and the likeand this is for New York State only. the most populous and richest out of 48. The point is that If the same amount of money which New York State expends on her foreiigmborn insane could be used by the whole Nation to perfect the selection of iinnigrants in our immigration service. a luch more thorough selection. in reference to all defects. coald be secured. The seconl point is that whereas the Nation possesses the authority and the responsibility for saying who may and who may not enter the United States. it devolves upon the several State governmlents to laintain. at their own expense. aniy alien inadequates which need custodial care. If this continues. finally the States may ask permission to sue the Federal Government for reimbursement.
