Mr. President. I must confess that I am not quite sure. both as to the facts and as to the machinery applied in New York with reference to naturalization. and I should like to have the attention of the junior Senator from New York. There seems to be a misunderstanding between the junior Senator from New York and the senior Senator from New York with reference to the facts. and I should like to get those straight in my own mind to guide me in voting upon this question. If I understand the Senator from New Yorkand I am asking the questions that I propose to ask to see if I do understand himthere are two processes employed in connection with naturalization. First. the alien files his papers. and after those papers are filed the petition is then heard and determined by the court. Th_.
