Under the present system they go over to No. 154 Nassau Street. file their first papers with their applicaton for second papers. Then when the time comes for examination they go over there again. and they may be told that their first papers are lost. Then they go over to our office and get new first papers. That Is the only time that is done. except when they want to bring somebody over from the other side and the immigration authorities require it or when they want to get a license of some kind. Then they will come in and ask for a duplicate. MIr.
