I do not believe that it would be wise to suddenly throw together an organization of civilservice employees and spend two or three million dollars in maintaining the new. untrained force. I think the plan adopted by the department and by the committee to build and gradually enlarge and train the force is a wise plan. If you really enforce your liquor. narcotic. and immigration laws the force will have to be much increased. To guard a border of four or five thousand miles ih very difficult when such great numbers are trying to enter as ininigrants and so many liquor and narcotic peddlers are trying to sneak in. I want to say just a word. if the gentleman will permit. about the coordination of thie various services there. When I first became a Member of the Iouse and a member of that committee I was impressed by what appeared to me to be the ext ravagances involved in having immigration inspection. customs inspection service there. and various forces maintained under the direction of different departments and operating along these frontiers. I remember asking the chairman of the Conmtittee oie Appropriations about this during the Sixtysixth Congress while the 4ppropriation bill providing for this service was under considertion. I renember that he admitted that there then was. as there now is. much duplication.
