My understanding is that the Department of Labor: also has that view to a great extent. and I also understand. that my colleagues on tle Committee on. Immigration and Naturalization believe that. I wonder if the members. of the Committee on Appropriations now generally have that view. and if it is their purpose. circumstances permitting. to develop the idea: further and further as the enforcement of this law and the methods of doing it develop.
