During the greater part of his period of service it was my good fortune to have a place with him on three of the standing committees of the Senate. In the order of our assignment these were the Committees on Civil Service. Immigration. and the Judiciary. Through means like these. as well as by what I knew of his participation in the proceedings on the floor of the Senate. I learned to know and appreciate many of his beliefs concerning our national policies. both domestic and foreign. and to admire always his clear. scholarly. and yet forceful style in giving expression to those beliefs.
