Just a word in explanation of the pending amendmenUt. This amendment does not call for the expenditure of one additional dollar. It merely authorizes the Secretary of Labor to spend a larger amount out of the appropriation which has been made to him for the purpose of apprehending immigrants who enter the country unlawfully. It does not tend to increase the appropriation which has already been made. but with the new policy of restriction of Immigration there is more smuggling of immigrants. and the Secretary finds this necessary. and urges that he be allowed to spend a little more of his appropriation for that purpose.
