They can bring in here an entirely new bill relating to the subject matter contained in )oth bills. That situation we had demonstrated a few days ago on the immigration bill. They not only brought in matter related. but they brought in matter that was outside of the other bill. What is proposed in this amendment is to instruct the managers on the part of the House to agree to a proposition which is in the Senate bill and which is offered In the exact words contained in the Senate bill.
