The primary purpose of .restricting immigration was not to protect labor. but to protect -American institutions by preventing the bringing in of people here too fast to be assimilated. As for the policy of protection. that applies to the farmer as well as to the manufacturer. We all know how promptly the emergency tariff bill was passed following the inauguration of President Harding.
