Generally it would protect the farmer. except In case of a surplus. In that case the farmer takes the price fixed on the surplus. There is no way of getting away from it I have voted for restricted immigration and protective tariff consistently. While I believe in a protective tariff. I believe in one that will result to the common good of all the people of the Nation. Hence I -have always contended that the farmers have never been given the full benefit of our tariff system. Tariff does not always raise the price. For instance. recently the duty on wheat was raised 12 cents a bushel. the price of wheat went down 10 cents.
