I want to say that I never asked to repeal the seanens act. I iiever during the five months of the consideration of the bill asked or requested that the seamens act lbe amended. The thing I did. and the record will show it. was to make the immigration workable as to seamenprotect the seanianand at the same time protect the United States and make the steamship companies obey the law. I have produced letters from the Secretary of State. the Seeretary of Commerce. and the Secretary of Labor. which have been printed. and they Isaid if the provisions of sections 18. 19. and 20. as originally passed by the House. had added to them two other provisions the law would be practically perfect. It would work. and work well.
