President. I have been unable for want of timne to give any detailed consideration to some of the legislatioin that is very important and in which I have t deep interest. The immigration bill is one of those ineasures. I always feel. however. a jealous regard for the setitiens act. That law was put on the statute books after a great deal of discussion. lasting quite a good many years. and upon which honest men disagreed. but finally we put that law on the statute books. 1 (10 not want. myself. to do anything that will change that lmw. unless it be to improve it. I was a believer in it wlien it passed. and I have always believed in it since. I regret that I am not able. with the light I have and tile study I have been able to make in the limited tine I have had to devote to it. to satisfy myself as to just what is the proper thing to do in regard to this conference report. I voted for the Immigration bill. and. with the exception of the matter that is in controversy here. I believe in it. I believe particularly in that part of the conference report which has brought to an end the socalled exclusion controversy.
