I nmentioned the Canadians and the Mexicans as showing the number that come here. and not as exceptions. Y know that under the old law they were allowed to come. They were not within the quota law. and they were not within the quota law as the Senate passed the bill. Some of us tried to include them and failed. There is no controversy about that. What I am attacking is that all these exceptions were to come under the quota law in the bill as passed by the Senate. and you take them out of that and let them come in independent of the quota 11w. and that raises the number who can come In under the quota provision.
