I simply referred to the ilamigrants who are coming here from those two countries. Canada and Mexico. as showing the aggregate of foreigners who are now entering the United States annually. I voted to include Canada and Mexico in the quota law. I thought when we were passing the lill we were restricting immigration. but vith all these exceptions. more than there were under the old law. we have accomplished comparatively nothing. 511. Does he think that the addition of persons born in the Western Hemisphere is going to increase the immigration over what the bill as it passed the Sennte would have allowed in?
