Mr. President. I am sure we all quite agree that the junior Senator from Pennsylvania has rendered great service to the country in his work on the Immigration Committee and in helping fashion this particular piece of legislation. But it seems to me that .when the Senate has deliberately voted upon propositions and conferees have been appointed. they are supposed to carry out the action of the Senate. The conferees have woefully failed to do that. What right have we. after we have passed on a measure here and the conferees have been appointed. not to protest when they have deliberately gone against the instructions of the Senate?
