Oh. no. that is Mr. Furuseths argument. If the Senator will look at section 3. he will see very clearly that an alien seaman is taken clear out of the class of immigrants. that lie is permitted to land just as a government official is permitted to land. The moment the inspector leaves the ship the man slips overboard. or onto the pier. as the case may be. and there is nothing in the present law which enables us to punish or fine the captain of that ship. The only change we make in the law is this: That we require the captain to keep that man on board. in the brig. if necessary. until we can get him in the hospital.
