If the purpose Is more than that. then ponder well. my fellow Members. before you surrender the right of the Congress of the United States. before you take the initial step in surrendering the exclusive right of the Congress of the United States to control immigration into this country. I do not wish to offend the feelings or sensibilities of Japan or any other nation on the earth. but its between surrendering constitutional rights of the people of my own country in order to avoid wounding the sensibilities of other countries.
