The President is not dictating to or attempting to direct Congrss. The President. however. is President of the United States of America. He made two suggestions to the conferees. one of which we accepted. I believe his later suggestion to have been wise and proper. Otherwise T assure yrou. gentleman. I would hot have offered it to this Hovse in my capacity as a conferee. We dare not ask this lHouse to waive its rights in the handling of Immigration. nor do we authorize the making of a treaty. We could not do that if we wanted to. That is preposterous.
