I can not oo strongly impress upon my fellow Members the Importance of what they are doing today and the ill will which may hi promoted by our action if we pass this bill without reservation. The additiou by the conferees does not in any way hamper the operation of the immigration policy proposed. It does not even continue the gentlemens agreement. There is no provision here in this exception for a new treaty.
