I desire to make the point of order that the conferees have exceeded their authority in adding the following part of a proviso. subdivision (c) of section 13. and I want to make it clear to the Speaker that I only refer to that part where the President is requestedto negotiate with the Japanese Government in relation to the abrogation of the present arrangement on this subject. For the reason. first. that It is not germane to either bill as passed by the two Houses. second. it is not within the jurisdiction of the conference. third. it Is legislation outside of both bills. and. fourth. it is a waiver of the jurisdiction of the House to legislate on Immigration. I I want to discuss. If the Speaker will permit. the point of order made by the gentleman from Illinois .
