Just a moment. This provision recognizes the question of immigration as appropriate for international negotiations. It is not so important what may come out of this particular case. The important point that I am making Is that we have always insisted that it is a matter of domestic concern. about which we have the right to legislate without regard to the views of other nations. and now we are surrendering that principle. The purpose of it. as everyone knows. is to give the President a chance to negotiate a treaty with Japan regulating the immigration of Japanese into the United States.
