Session #68 · 1923–25

Speech #680107802

We have had a sufficient number of copies of the conference bill printed to be available for every Senator. and I will see that they are distributed within the next hour. so that all Senators may have an opportunity to read the bill itself and see what has been done. But. to answer the Senators question immediately. I will say. as the Senator from Utah has just stated. that the time for the exclusion clause to go into effect is fixed as the 1st of March next. and the President is requested to commence negotiations with the Japanese Government at once with a view to the immediate abrogation of the existing arrangement regarding -immigration. Instead of ratifying any such gentlemens agreement. it requests tho President to terminate whatever greement there may be. May I say further that under the quota provisions of the bill. which will be in effect until March 1. the maximum number of Japanese that can be admitted from July 1 to March 1 Is 67.
