The President believed. as I understand. that the amendment referred to would be helpful to him in conducting foreign affairs. I was willing to accede to the wishes of the President in this matter. because I did not perceive any injurious consequences to our country or any results that would be at all harmful or inimical to the public weal. With respect to the immigration bill. permit me to say that when it passed the Senate it contained provisions of which I did not approve. and on the final roll call I voted against it. The bill as it comes from the conference committee contains provisions that do not meet my approval. On the question of adopting the conference report I may feel constrained to vote against the bill.
