It was my pleasure to be among them some four years ago and really this was their sentiment: "To whom shall we go except to the people of the United States? " In addressing one of their great legislative bodies--although. of course. I did not understand their languageI received a welcome the like of which I have never received. It was not because of my own personality. but it was because I was an American and speaking for the United States. We have not always been altogether just to China. We bad a treaty with them regarding immigration. but we ruthlessly broke it off by legislation. But I think that is forgiven. A friendship of one country for another is just like the friendship between two individuals.
