I would like to suggest to the gentleman that we ought to give them an opportunity to become naturalized and see that the help is adequate. Mr. A__DDEN. Everywhere within the jurisdiction of the United States the statement is made that it should be the policy of the Government to economize. but everybody here seems to think that nobody pays the bills when we make thee appropriations. and so they demand greater appropriations. But you will hear from your constituents about this. Every once in awhile I hear from mine and you hear from yours. On the one hand. I will get 1.000 telegrams demanding that a particular aclivity of the Government be continued and that it must not be curtailed. that It is vital and must be conducted at the highest standard of cost and not at the lowest standard of cost.
