I have listened to -what the chairman of the Committee on Appropriations has said. and I commend him for his aWttitude in this matter. I know It is not the Intention of Members of the House to try to do things other than in an orderly way. and that they want to get results. As the chairman of the Committee on Immigration has said. the Committee on Immigration has had these matters brought to its attention for a number of years. and it has been stated to us that we collect more from those who come in than we pay for the enforcement of the immigration laws. That is true. It has been demonstrated by testimony that the officials have been unable to administer the immigration laws on the borders because .of a lack of money and a sufficient number of guards.
