Very much more so. so much so that I think it is safe to say that 2 per cent on the 1890 basis. as provided in the House bill. will admit twice as many immigrants as 2 per cent on the basis of the 1890 census would admit under the Senate bill. In addition to the relatives whom the House bill admits outside of the quota it also admits a lot of skilled labor which can come in outside of the quota. and not only that. but it admits all the relatives of the skilled labor. too. and provides that they are outside of the quota.
