I dislike to detain the Senate for even a moment. but I think it ought not to act on so lilnortaut a matter without giving it thorough consideration. There is but little that can be added to the statement of facts made by tie Senator from Pennsylvania . This matter was before the committee. and many of the members of the committee. I am frank to say. are in agreemnent with mony of the provisions of this amendment. but. with one exception. I believe every member of the committee thought it was unwise to complicate the immigration. bill with a matter of this kind. particularly in view of the fact that the committee had not had opportunity to go into the subject very fully.
