Posing as alien seamen has been a favorite method of bringing into this country persons whom the law excludes. I do not think the figures In regard to desertions given in the report of the commissioner are wholly to be trusted. It is very difficult to get exact statistics as to seamen. They all have to pass a health examination. but not. as I understand it. the examination for entrance as alien immigrants. It is very easy for a man to slip away from a ship when he has come here simply for the purpose of evading the laws and intending to become a resident alien. I think the total number of deserters. as they are classified.
