I hope that the amendment may not be adopted. I realize that there may be some Senators here who do not appreciate the significance of the proposed amendment. The amendment of the Senator from [eorgia and of the Senator from Ohio as well would practically prohibit any immigration From any country on the Western Hemisphere. I hope that there may be sober second thought as to the meaning of that proposition. I do not believe there is a Senator here who lives in a border State either to the north or to the south who favors either one of the propositions.
