Mr. President. I repeat that the relations existIng between these Republics and the United States call for a different immigration policy than that applied to other countries. Considering the question solely from a business standpoint. I believe it to be most unwise to apply the terms of this bill to our neighbors upon the north or upon the south. It is important for the prosperity of the people of the United States that they develop larger markets upon the Western Hemisphere. I have sometimes felt that we have neglected the South and Central American Republics. and have not competed as we might have done with European nations for trade there to be found.
