Indeed it is the part of wisdom for our Government to adopt every reasonable means to bring the peoples of the Western Hemisphere into closer relations and to bind them together with bonds of genuine affection. Such a course is dictated by the highest principle of justice. The immigration question is a difficult one to deal with. That has been demonstrated in the consideration of the pending bill. Provisions found in the bill before us. we are advised. have wounded the sensibilities of a friendly nation lying beyond the Pacific. and one or more European nations have signified their fear that the bill discriminated against them. or at least against their nationals.
