I take it that the Senator from Minnesota feels the same way about his State. The Senator from North Carolina feels that there Is a need for skilled farmers and skilled farm labor in North Carolina. The situation is this: It Is hardly scientific for the United States Senate to try to determine the general proposition that there is a need for 25 per cent of these immigrants on the farms. It is hardly proper for us to say that they need any farm labor this year or next year. but. on the other hand. it certainly Is not a wrongful privilege to grant to a State legislature or the governor of a State the right to determine the condition as to the need for skilled farmers and farm laborers in any State. That Is all we mean when we adopt my amendment.
