Mr. President. I do not know that I am very much concerned about the amendment of the Senator from North Carolina which proposes to give special consideration to a class of immigrants who would go on the farm. but I am concerned about the inference that may be drawn from such an amendment. and especially from the speeches that the Senator has made in support of his amendment. Mr. President. I do not think any intelligent student of the agricultural situation in this countryI mean a practical student of it. one who not only has studied the question academically but who by experience knows the real conditions that surround agriculture todaywill seriously claim that we are lacking in agricultural skill in this country.
