When the Senator from Mississippi offered his amendment involving two propositionsnamnely. putting back 2 per eent and changing 1910 to 1890I asked for a division of that question. because I preferred 1890 with 1 per cent to 1910 with 1 per cent. but I did not prefer 1890 with 2 per cent to 1910 with 1 per cent. because 1910 with 1 per cent brought in less than 1890 with 2 per cent. and I did not care to stultify myself by asking an expression of the Senate in a way that might result in the very situation that has developed. As the matter now stands. under the division of the proposition. having adopted 1890. we have 1890 with 1 per cent. To reconsider that and !u1ake It 1890 with 2 per cent would give us less diminution in immigration than we had with 1910 with 1 per cent. I do not know what agreement was entered into here by the Senator from Mississippi with other Senators Who desired to have a greater number of immigrants come into this country. but I for one was thoroughly clear as to what my objective wasto divide the question. reduce it to 1 per cent. and substitute 1890. and I would have what I desirednamely. 1890 with 1 per cent.
