I think we should see that the law is so written that they may be brought in if they are worthy and qualifie(d. I hope the suggestion the Senator from Pennsylvania has made of a commission or of a body of some sort to study this question so that a permanent and scientific Immigration law may be worked out will be adopted. I do think that in the meantime we may well afford. for a period of two or three years. to be more generous in the admission of Immigrants. Then. when the crisis which now confronts the world has been overcome and passed. I think all of us will be glad to have very much more rigid restriction than at present.
