It is well known that anything can be proved by statistics. but I want to say for myself that the worst rascal I ever knew had 10 generations of colonial ancestry back of him. I am sure that if these figures are analyzed the statement made by the Senator from Utah will be borne outthat the proportion of foreign born or of those of recent importation into this country in these institutions certainly is no greater than that of those who have been here through 8 or 10 generations. To return to the discussion of the Reed bill and the analysis of it made by the Senator from Rlhode Island . I find these figures: The number of immigrants admissible under the Reed bill would he 238.000. After deductiu the 10 per cent for certificates issued but not used the number would be 236.000. Under the plan proposed by the committee the admissions of the year are divided into twelfths--so many for each monthand it may readily happen that some of the certificates which are issued will not be used.
