The House bill proposes the admission of about 240.000 or 250.000 and the Senate bill about l40.000. So far as numbers are concerned. there is no choice between the bills. But there are very different methods used in the selection under the provisions of the two bills. I want to say at the outset that. in my opinion. it is the right and duty of this country to determine for itself all problems relating to immigration. the number of persons to be received. and the countries from which they may come. There can be no doubt of our right and duty to maintain that position. I may say for myself that. under normal conditions.
