If the restrictions against foreign common labor continue in our law. and they are going to continue. then in tie process of ordinary development and expansion these factories. these mills. these mines will draw from the farms to the -point of depletion and we shall have .a condiiion in the country of the basic industry of the country .tarving. literally starving. as a result of lack oflabor. -The abandoned farm situation which has existed in New England will not compare with the abandoned farm situation which will exist in my section of the country and possibly in the West. Mr. President. I have proposed that we ask for a preference for the farmer in this bill because of two things. Under the law as it has been in this country for a long time. we have had a provision against contract labor. but there was an exception to that and that exception was skilled labor. Under that exception the factories. and in some instances the mines of this country. imported a large amount of socalled skilled labor. it was very helpful to them. They employed it extensively.
