Mr. President. I do not mean to discuss this amendment at length. but I will ask the Senate to bear in mind in voting on itjust what the effect of total exclusion will be. I agree with the Senators who think that the United States can get along very well on its present population. This country is no longer underpopulated. but the amount of immigration which is provided in any of the schemes now proposed for adoption by the Senate is so much smaller than we have ever had before that I feel sure that the United States will not suffer from the amnount of immigration provided under any of them. and when we consider the cruelty and the suffering that necessarily will result from the separation of families it seems to me-
